There are three main routes to Stamp 0 permission in Ireland.

Complete the Stamp 0 application form and submit it to the Domestic Residence and Permissions Division of the ISD in Dublin.

If approved, you will receive a conditional letter and an agreement form to sign.
Visa-required nationals must apply for a Long Stay 'D' Join Family visa within 30 days. Non-visa-required nationals can travel directly.

Stamp 0 is a restrictive permission. Breaching these conditions can result in your permission being revoked or non-renewed.

You must secure a policy providing full cover for private hospital care. You cannot rely on the public health system. Insurance must be maintained continuously and proof provided at every renewal.
You must be actually living in the State. Reasonable absences for holidays are allowed, but extended absences or using Ireland merely as a "base" while living elsewhere will jeopardize your permission.
Apply 6-8 weeks before expiry. Sponsors must still meet income thresholds; retirees must show €50k income and €100k lump sum with updated Irish accountant certification. Proof of active insurance required.
Historically, the Department of Justice maintained that Stamp 0 was a purely temporary status that did not count toward naturalisation. This has changed.
Recently, successful naturalisation decisions have been issued for Stamp 0 holders. Under Section 16A of the Irish Nationality and Citizenship Act 1956 (as amended), the Department now accepts that time spent on Stamp 0 IS reckonable residence for citizenship purposes.

If you are an elderly dependent parent and your sponsor is an EEA or Swiss citizen (but not an Irish citizen), you should not apply for Stamp 0. Instead, you may apply under EU Treaty Rights (Directive 2004/38/EC) for a Residence Card of a Family Member of a Union Citizen. This pathway has different (and often more favourable) financial and dependency requirements.
