From business plan review to securing Stamp 4 residency, our team guides global entrepreneurs through every step of the STEP application.
Applications are submitted electronically and reviewed quarterly by an independent Evaluation Committee including Enterprise Ireland.
A detailed, comprehensive plan covering innovation, market analysis, competitor research, financial projections, job creation timeline, export potential, and management team credentials.
Obtain the minimum €50,000 commitment and gather all required proof of funding access.
Completed STEP application form, business plan, funding evidence, police clearance certificates, passport copies, and family member documentation.
Submit electronically to the Department of Justice at IIPandSTEPapplications@justice.ie. Pay the €350 non-refundable application fee via EFT. You can apply from anywhere in the world.
Reviewed quarterly by the independent Evaluation Committee (including Enterprise Ireland). They assess innovation, commercial viability, job creation potential, and scalability. Processing takes approximately 8-16 weeks.
The Committee makes a recommendation to the Minister for Justice, whose decision is final. If approved, you receive a letter granting permission to reside in the State.
Transfer €50,000 to a Central Bank-regulated Irish bank account, submit an affidavit of good character, obtain private medical insurance, and apply for an entry visa (if visa-required).
Arrive on a multi-entry visa, register with immigration to receive your Stamp 4 permission, and begin operating your business full-time.
A clear pathway from initial approval to Irish citizenship.
Stamp 4 permission. Work full-time exclusively on your start-up. Cannot work for another employer. Must not become a financial burden on the State.
The Evaluation Committee assesses your business. You must prove it was established as planned, has operated continuously, and you've worked full-time on it with maintained insurance and good character.
If renewal is approved, you receive a 3-year extension of your Stamp 4 permission.
Renew in 5-year installments (business performance no longer the critical factor). Eligible to apply for Long-Term Residency (Stamp 5) or Irish Citizenship (naturalisation).
STEP allows you to bring your immediate family, giving them secure Stamp 4 residency alongside you.
Full Stamp 4 permission — can work, study, or start their own business without an employment permit.
Subject to proving cohabitation. Same Stamp 4 benefits.
Dependent children receive Stamp 4 permission.
If in full-time education and dependent.
Family members receive Stamp 4 (not Stamp 3), meaning spouses/partners can work freely in Ireland without an employment permit. No additional business funding is required to bring family. Include them in your initial application with relationship evidence.
The programme comes with strict ongoing obligations for both you and your business.
Non-Compliance: If you fail to meet these conditions, the Minister can revoke your STEP permission at any time. If revoked, you and your family must leave Ireland.
There is no appeal process for refused STEP applications. Professional legal and business planning support is crucial to meet the Evaluation Committee's exact standards.
The Minister's decision is final. There is no appeal or review process for STEP applications. The €350 fee is non-refundable. You can submit a completely new application if your circumstances or business plan significantly change.
